Carlos Newton

Carlos Newton is the Co-Founder and Chief Executive Officer of Just Pay for It Payment Solutions Ltd. He is a payments executive whose career spans government, commercial leadership and national payment infrastructure, with deep expertise in commercial strategy, payment infrastructure, regulatory implementation, and card and real-time payment rails.

As CEO, Carlos sets Just Pay's strategy and leads its relationships with regulators, financial institutions and merchants across the Caribbean. He focuses on building reliable operations, strengthening reconciliation and navigating licensing requirements, bringing the interests of regulators, banks and payments businesses together to make digital payments simple for small and medium enterprises.

Carlos has helped shape the rules that govern payment systems and led the work needed to put them into practice. In government, he modernised how the state collects and processes payments and drafted the ACH and RTGS instructions governing government revenue collection. He also served on a national central bank's payments system council, leading a working group focused on improving licensing efficiency for payment institutions.

In the private sector, Carlos has held P&L responsibility for a regional payments company and led a global card network's scheme strategy across the Caribbean. These roles give him a practical understanding of the decisions facing regulators, financial institutions and payments businesses alike.

Having led teams across the Caribbean, Latin America and the Middle East, Carlos gives people clear responsibilities and the authority to deliver, supported by coaching and accountability. He follows regional developments in payments regulation closely and advises governments, financial institutions and payments companies on payment system modernisation, regulatory implementation and commercial strategy.
